Are Testosterone Boosters Legal? What the Supplement Rules Allow and Forbid
Dietary supplements are legal to sell in the US when they follow FDA's safety and labeling rules, and a supplement may not claim to treat disease. FDA warns that some bodybuilding products illegally contain steroids or steroid-like substances. So a booster can be legal as a supplement and still be unsafe if it holds undeclared drugs.

The basics01
Are testosterone boosters legal to sell?
As supplements, yes, if the company meets the rules. As disguised drugs, no.
FDA regulates finished supplements under a framework separate from foods and drugs. Companies must check safety and labeling before sale, and may not market adulterated or misbranded products (FDA, Dietary Supplements). FDA does not approve supplements before they are sold, and a product meant to treat or prevent disease is regulated as a drug even when labeled a supplement (FDA 101: Dietary Supplements).
What they may say02
What may a booster legally claim?
A structure and function statement with the disclaimer. Not a disease claim.
| Statement | Allowed for a supplement? |
|---|---|
| Supports healthy muscle*, with the FDA notice | Yes, if substantiated |
| Medical use for low testosterone | No; that is a drug claim |
| Prevents or treats a disease | No |
| Says FDA has approved it | No; FDA does not approve supplements |
FDA's guidance says structure and function claims must carry the notice that FDA has not evaluated the claim, and a notification is not approval (FDA, Structure/Function Claims).
Where it turns illegal03
What makes a booster illegal?
An undeclared drug in the capsule, or a claim that turns the product into an unapproved drug.
FDA says some bodybuilding products may illegally contain steroids or steroid-like substances, sometimes hidden, and it lists warning signs such as promotion as a hormone product or an alternative to anabolic steroids (FDA, Bodybuilding Products). Such a product is not a lawful supplement, whatever the bottle says. The hidden drugs guide has the full list of harms.
- Liver warning signsYellow skin or eyes, dark or brown urine, belly pain, nausea, unusual weakness or fatigue. FDA lists these among symptoms to seek care for after risky bodybuilding products.
- Heart and chestChest pain, shortness of breath, a racing or irregular heartbeat, or fainting. Call 911 for chest pain with trouble breathing.
- Allergic reactionHives, swelling of the face or throat, or trouble breathing after a capsule: call 911.
- After any supplementStop it, keep the bottle, tell your clinician exactly what you took, and report the problem to FDA MedWatch.
Signs from (FDA, Bodybuilding Products) (FDA, MedWatch). This list is not complete, and a supplement is never a reason to wait.

Does legal mean safe?
No. Legal means the paperwork is in order. It does not mean FDA checked the product or that the capsule is clean.
FDA generally does not test supplements before they reach consumers (FDA, Q&A on Dietary Supplements). That is why a lab report tied to your lot, a named maker and a reachable seller matter more than the word legal.
